One bid. That was the full count when the tender for the Marina Gardens Lane site closed on 15 October 2026, according to EdgeProp, which cited URA bid data. EL Development was the only bidder, against analyst expectations of three to six bids.
The site numbers are compact. It is a 99-year leasehold plot of 64,659 sq ft with a maximum gross floor area of 362,122 sq ft, planned for about 390 homes with commercial space on the first storey. URA launched it for tender on 13 August 2026, making it the third site released in the Marina South precinct. The tender conditions limit the first-storey commercial space to 150 sq m (1,615 sq ft), meant for future residents, and the management corporation takes over its running once the project is complete. The floor area against the site area implies a gross plot ratio of about 5.6.
Four Central Tenders, Counted by Bidder: A Terra Hill Reader's Table
EdgeProp set out the central-area history in bidder counts. Marina View drew 1 bid in 2021. The adjacent Marina Gardens Lane plot drew 4 bids in 2023. Marina Gardens Crescent drew 1 bid in 2024, and URA rejected it as too low, so the site was not awarded. With the 2026 tender also at 1 bid, three of the four tenders in the series attracted a single offer. Counting every bid across the four tenders gives 7 in total, an average of 1.75 per tender.
Two percentages place the 2026 offer. It is 11.3% lower than the winning bid on the adjacent plot in 2023, and 26.3% higher than the 2024 Marina Gardens Crescent offer that URA turned down, according to one analyst quoted by EdgeProp.
Supply Around Marina South, Noted for Terra Hill Readers
Supply figures add context. The neighbouring project launched in April 2025 with 937 units and 38.5% sold over its first weekend, and about 72% were sold at the time of the report, based on caveats lodged. The Marina Gardens Crescent white site could yield about 775 homes. One analyst told EdgeProp that thin participation reflects a recurring pattern for central sites, while another linked it to a larger supply of residential land sites that gives developers a wider set of options.
Terra Hill is a freehold condominium of 270 homes in nine five-storey blocks on a terraced hillside off Pasir Panjang Road in District 5, with a site area of 19,365 sqm and a plot ratio of 1.4. Pasir Panjang MRT (CC26) is about 350 m away, and a side gate opens to Kent Ridge Park. The Signature Collection holds 240 homes in six blocks, and the Prestige Collection holds 30 homes in three blocks with two homes per floor and private lift lobbies.
