The Short Answer for Terra Hill
Every buyer at Terra Hill pays Buyer’s Stamp Duty on a banded scale, and most buyers who already own a home, or who are not Singapore Citizens, also pay Additional Buyer’s Stamp Duty. On a price of $2,000,000, chosen only to illustrate the bands, BSD comes to $69,600.

Buyer’s Stamp Duty at Terra Hill
BSD is charged slice by slice: 1% on the first $180,000, 2% on the next $180,000, 3% on the next $640,000, 4% on the next $500,000, 5% on the next $1,500,000 and 6% on anything above $3,000,000. These bands have applied to residential property since 15 February 2023.
So BSD on $1,500,000 is $1,800 + $3,600 + $19,200 + $20,000 + $25,000 = $44,600, and on $2,000,000 a further $25,000 at 5%, making $69,600. These prices are illustrations and are not the price of any home at Terra Hill.
ABSD at Terra Hill by Profile
ABSD depends on who is buying. A Singapore Citizen pays nothing on a first residential property, 20% on a second and 30% on a third. A Singapore Permanent Resident pays 5%, 30% and 35%. A foreigner pays 60%, and an entity 65%. These rates have applied since 27 April 2023.
On the $2,000,000 illustration, a Singapore Citizen buying a second home would add $400,000 of ABSD to the $69,600 of BSD, and a Permanent Resident buying a first home would add $100,000.
Reliefs Worth Knowing at Terra Hill
A married couple buying together, with at least one Singapore Citizen spouse and no other residential property between them, may apply for ABSD remission. A couple who own one home and sell it within six months of buying the new one, or of its TOP or completion where it is still being built, may apply for a refund of the ABSD paid, subject to IRAS conditions.
Nationals of the United States, Iceland, Liechtenstein, Norway and Switzerland, and permanent residents of the United States, are treated as Singapore Citizens for ABSD under free trade agreements. Each relief has strict conditions, so it is worth confirming with a conveyancing lawyer before booking.
When Terra Hill Stamp Duty Is Paid
Stamp duty is due within 14 days of signing the sale and purchase agreement, which follows the option to purchase within eight weeks. In practice BSD, and ABSD where it applies, is paid at about the same time as the 15% instalment on signing, early in the purchase.
Stamp duty is paid in cash first; CPF Ordinary Account savings may then be used to reimburse it where CPF rules and the balance allow. Foreign buyers, who have no CPF, pay entirely in cash. Planning the cash position for the first few weeks is the most important step.
Budgeting Stamp Duty for a Terra Hill Home
Because BSD rises in bands, the duty grows faster than the price once a purchase passes $1,000,000 and again past $1,500,000. Across the Terra Hill range, from the 624 sq ft 2-bedroom to the 3,035 sq ft Prestige penthouse, the duty therefore varies widely, and it is worth running the exact figure for each home on a shortlist with the stamp duty calculator.

Seller’s Stamp Duty and Terra Hill
Seller’s Stamp Duty applies only if a home bought on or after 4 July 2025 is sold within four years of purchase: 16% in the first year, 12% in the second, 8% in the third and 4% in the fourth. A buyer who intends to live at Terra Hill or hold it for longer than four years pays none.
