Can Foreigners Buy a Home at Terra Hill?

The Short Answer for Terra Hill Buyers

Yes. Terra Hill is a private condominium, and foreigners may buy an apartment in a condominium in Singapore without the approval that landed housing requires. What changes with the buyer’s profile is the stamp duty: a foreign buyer pays Additional Buyer’s Stamp Duty of 60% on top of Buyer’s Stamp Duty, unless a free trade agreement applies.

That single figure outweighs every other cost of a foreign purchase, so it is worth understanding before choosing a unit. This article sets out who pays what, the exceptions that exist, and how a foreign purchase at Terra Hill is financed and completed.

Who May Buy at Terra Hill

Singapore separates landed homes, which foreigners generally may not buy without approval, from apartments in private condominiums, which they may. Every home at Terra Hill, from the 624 sq ft 2-bedroom to the 3,035 sq ft Prestige penthouse, is a strata apartment in one of nine five-storey blocks, so the condominium rules apply throughout. The freehold tenure is the same for every buyer.

Executive condominiums are different: they are restricted to eligible Singapore households in their early years. Terra Hill is a private condominium, so none of those eligibility rules apply.

ABSD at Terra Hill by Buyer Profile

ABSD is charged on top of Buyer’s Stamp Duty. The rates below have applied since 27 April 2023 and are those published by IRAS as at October 2026.

Singapore Citizens pay 0% on a first residential property, 20% on a second and 30% on a third or subsequent one. Singapore Permanent Residents pay 5%, 30% and 35% respectively. Foreigners pay 60% on any residential property, and entities such as companies pay 65%.

As an illustration only, on a price of $1,500,000, which is not the price of any home at Terra Hill, Buyer’s Stamp Duty would be $44,600 for every buyer, and a foreign buyer would add $900,000 of ABSD. The Terra Hill stamp duty calculator works out both for any price and profile.

The Free Trade Agreement Exceptions for Terra Hill Buyers

Under Singapore’s free trade agreements, nationals and permanent residents of the United States, and nationals of Iceland, Liechtenstein, Norway and Switzerland, are treated in the same way as Singapore Citizens for ABSD. A national of one of these countries buying a first home in Singapore therefore pays no ABSD, and 20% on a second.

Financing a Foreign Purchase at Terra Hill

Banks in Singapore lend to foreign buyers on the same MAS framework as to local buyers: a loan-to-value limit of 75% for a borrower with no outstanding housing loan, lower with each loan already held, and a Total Debt Servicing Ratio cap of 55% of monthly income. Banks may apply their own criteria to income earned overseas, so an early in-principle approval helps.

ABSD is due within 14 days of signing the sale and purchase agreement, so a foreign buyer needs that sum ready early, before most of the progressive payments. The progressive payment calculator shows the full upfront figure for any price.

Which Terra Hill Homes Foreign Buyers Consider

Foreign buyers at a city-fringe condominium tend to fall into two groups. Some want a base in Singapore for regular business visits or for a family member studying nearby, and look at the compact 2-bedroom and 2-bedroom-with-study homes of the Signature Collection, a short walk from the Circle Line. Others are relocating a family and look at the 3- and 4-bedroom homes or the Prestige Collection, with private lift lobbies and en-suite bedrooms.

Because ABSD is a percentage of the price, the duty scales with the size of the home, and that often shapes the choice as much as the layout does. The price list from the Sales Concierge and the floor plans are the place to start.

Completing a Terra Hill Purchase From Overseas

A foreign buyer follows the same steps as a local one: an option to purchase with a 5% booking fee, the sale and purchase agreement within eight weeks, and progressive payments as the blocks are built, with vacant possession set by the developer’s particulars for 9 January 2028.
